GST E-Invoice: Registration on Portal and Generation of IRN

GST E-invoicing scheduled to be implemented from October, 1 is expected to bring many advantages for businesses such as auto-reporting of GST e-invoice into GST return, auto-generation of e-way bill (wherever required).

In regard to GST e-invoicing the major practical issues in regard to registration on portal and generation of Invoice Registration Number (IRN) are briefly discussed below.

Registration required on GST e-invoice portal (IRP) for tax payers not registered under e-way bill portal

In case a tax payer is not registered under e-way bill portal e.g. a supplier of service, he should get himself registered under Invoice Registration Portal. For tax payers already registered under e-way bill portal the credentials therein will also work under e-invoice portal and e-way can be generated from the e-invoice portal itself.

Bulk generation of IRP can be made on e-invoice portal (IRP)

Bulk uploading of invoices to IRP is possible. The offline utility (‘bulk generation tool’) serves this purpose. Further, the ERP or accounting systems used by large taxpayers can be designed in such
a way that they can report invoices in bulk to IRP.

However, reporting to IRP and generation of IRN will be one after another (which will not be visible for user). For the user, it will appear like bulk upload and bulk receipt.

Print GST e-invoice

E-invoice generated can be printed based upon Acknowledgement No or IRN. The printed e-invoice will contain the IRN as well as QR Code along with other details and will bear digital signatures of NIC -IRP.

Cancellation of IRN

IRN can be cancelled based on Acknowledgement No or IRN. It is allowed upto 24 hours from the generation of e-invoice by mentioning the reason of cancellation. If e-way bill has been generated, the e-way bill needs to cancelled first and then IRN can be cancelled. Further IRN cannot be regenerated for same document number.

There is also option for bulk cancellation of IRN on the portal.

Generate e-way bill from GST e-invoice portal (IRP)

E-way bill can be generated on e-invoice portal based on Acknowledgement No or IRN or date after entering the e-way bill details. The e-way bill generated can also be printed. It may be noted here that there is seamless integration between e-invoice portal (IRP) and e-way bill portal.

There is also facility for bulk generation of e-way bill on the IRP.

Modes of API integration:

  • Direct Integration : System to system integration using API directly from Taxpayer’s System.
  • Using existing credentials of same PAN: System-to-system integration using API through the sister company of the Tax payers using same PAN if it has been enabled for API.
  • E-way bill enabled tax payers: System-to-system integration using API for already E-way Bill enabled tax payers.

Various tools available in public domain in regard to e-invoicing are as under:

  • Verify GST e-invoice by uploading signed JSON in portal: Upon verification the e-invoice will pop up and can be verified.
  • Verify QR Code using App which can be downloaded from the portal : Upon scanning QR code eight parameters will be shown on the mobile.
