Mam, Where a builder constructs 4 residential flats on a piece of land owned by land owner and the builder retains 3 flats out of such 4 flats. Then, what would be the value of services provided by builder whether it would be 3 flats retained by him or Just 1 flat given to the land owner?

Please also tell whether RCM on transfer of TDR from land owner to builder would be applicable in such case as the builder is only making construction and not doing any development work on such land?
