A GST registered firm in Himachal Pradesh buys agriculture goods like spices and oilseeds from farmers of Uttar Pradesh, is RCM applicable on such transaction as farmers are unregistered and can not issue invoice and e-way bill for interstate transportation of goods, please clarify?
